Chapter 13 - Shadows of Rossetti

Adrian's warning proved prophetic sooner than anyone expected. The purge following the assassination attempt had been brutal and thorough within the Moretti organization, but the orchestrators—the Rossetti family—remained a festering wound in the Boston underworld.

While Adrian was building legitimacy, the Rossettis were drowning in debt and desperation. The failed hit had cost them dearly in manpower and reputation. Old Marco Rossetti was senile, and his sons, Dominic and Vincent, were volatile and short-sighted.

The first sign of trouble came not in the form of a gun battle, but a bureaucratic strike. Elena was in her office downtown when she received a call from the city's licensing department. A stop-work order had been issued for the flagship Moretti redevelopment project in Seaport—a massive multi-use complex that was Adrian’s pride and joy.

The reason given was a noise violation complaint and an alleged environmental concern. It was clearly a harassment tactic. Elena immediately pulled the file. The complaints were anonymous but referenced specific, obscure municipal codes that only someone intimately familiar with the project would know.

She took the information directly to Luciano. His expression darkened as he read the report.

"This is Dominic Rossetti," Luciano said, tapping the paper. "He doesn't have the muscle to hit us directly anymore, so he’s trying to bleed us through delays. Every day that site is silent costs us half a million."

Adrian called a meeting in the study that evening. Dante was there, along with Luciano and Elena.

"They're hitting us where they think it hurts," Adrian said, his dark eyes narrowed. "They know the Seaport project is my path to complete legitimate integration. They want to scare off our banking partners."

"We can file an injunction," Luciano suggested. "But it will take weeks."

"Dante," Adrian turned to his head of security. "Find out which inspector signed that order. I want to know everything about him: his debts, his mistresses, his gambling habits."

"Mr. Moretti," Elena interrupted, surprised at her own audacity. The men in the room turned to look at her. "There’s a cleaner way."

She stood up and went to Adrian's desk, pulling up a city zoning map on her tablet. "The Rossettis still own that dilapidated warehouse on the edge of the Chelsea creek. It’s been sitting empty for five years. Mrs. Bellini told me years ago that the neighborhood hates it because it’s a drug den."

She zoomed in on the warehouse. "I looked at the public tax records this morning when the licensing issue came up. They're three years behind on their property taxes, and the environmental reports show high levels of lead contamination in the ground. If the city received a formal complaint from a prominent real estate management company about a public health hazard and tax evasion... they'd seize the property."

A slow, appreciative smile spread across Adrian Moretti’s face. Dante looked at Elena with newfound respect.

"Injunctions are expensive," Adrian said softly. "Seizing their assets through the city is free. Elena, coordinate with Luciano. File the complaint tomorrow under our management umbrella. Dante, you still find that inspector. But don't threaten him. Just let him know that if he processes our permit reinstatement, we won't tell his wife about the condo he bought for his secretary using Moretti real estate services."

He looked at Elena, his eyes gleaming with pride. "Instinct for order. Extraordinary."
