The truth began with three shipping containers.
They arrived six years earlier at Naval Station Norfolk through a commercial logistics chain used by multiple defense suppliers.

One junior logistics analyst noticed the serial numbers on several assemblies did not align correctly with the manufacturer’s export records.
The discrepancy reached Emily.
She expected paperwork.

Components tied to legitimate defense contracts were being substituted, diverted, relabeled, and moved through commercial freight networks before appearing in unauthorized foreign resale channels.
The amounts were not large enough to trigger immediate panic.
That was why the scheme had survived.

He also appeared to have access to exactly the documentation required to conceal irregular shipments.
The Naval Criminal Investigative Service became involved.
Then other agencies.

Her task was not to arrest anyone.
It was to map the logistics network and identify which anomalies represented fraud and which were simply ordinary supply-chain mess.
Then the operation became dangerous in a different way.

Evidence disappeared before warrants reached certain facilities.

That changed everything.
