Chapter 6 - THE SHIFT OF THE BALANCE

Guard One and Guard Two stood paralyzed on the wet marble.

Guard Two’s hand hovered near his holster, his eyes darting from Sterling down to the six federal tactical agents standing at the bottom of the steps with their carbines raised at a forty-five-degree angle. He could see the laser designators dancing lightly across the wet gray stone at his feet.

Guard One didn't hesitate. He released Maya's wrist entirely, took two steps backward, and raised his open, gloved hands in a clear gesture of total non-engagement.

"Miller!" Sterling barked, his voice cracking with rage as he glared at his junior guard. "Hold her!"

Guard One didn't move. "Sir... those are federal plates. That's a Department of Justice tactical detail."

The Federal Lead Investigator took two more slow steps up the marble, stopping directly in front of Sterling. He was half an inch taller than the Commandant, his broad shoulders framing the older officer against the freezing sky.

Without saying a word, the investigator raised his left hand, opening his leather credential folder to reveal a heavy, gold-plated federal badge and an official judicial seal issued directly by the United States District Court for the Eastern District of Virginia.

"Commandant Marcus Sterling," the investigator spoke smoothly, his voice dropping into a register of absolute legal doom. "I am Special Agent-in-Charge Thomas Vance, Federal Special Crimes Division."

Sterling’s pale eyes widened slightly as he processed the surname Vance. His gaze flicked rapidly between the tall investigator in the charcoal coat and the bloodied sergeant kneeling on the stone behind him.

"Vance...?" Sterling whispered, his voice losing its iron polish for the very first time. "She's your...?"

"She's my sister," Agent Vance interrupted flatly. "And she's been operating under direct federal authority for six months."

A cold, suffocating silence fell over the grand staircase.

Maya slowly pushed herself up off the wet marble floor. Her knees were bruised, her body shivering violently from the freezing cold, but she stood tall, wiping the blood from her lip with the back of her wet glove.

She reached deep into her left utility pocket, pulled out the small, steel encrypted flash drive she had copied in the basement server room fourteen hours ago, and held it out toward her brother.

"The manifest sub-routines are all here, Thomas," Maya said, her raspy voice steady against the wind. "Every armor shipment from 2024 to this morning. Signed off by Sterling's personal encryption key."

Agent Vance reached out, taking the steel drive from her hand, and slipped it safely into the inner pocket of his charcoal overcoat.

He turned his head slowly to look at Commandant Sterling, whose face had turned a sickly, pale shade of gray under the flashing red-and-blue strobes of the Suburban.

"Take off your belt, Commandant," Agent Vance ordered quietly. "Before I show you what an actual federal arrest looks like."
