Chapter 4 - PROJECT HARBOR

Amanda had spent years deliberately staying outside Brooks Development because she did not want every part of her identity tied to family money. Now Project Harbor became impossible to ignore.
The redevelopment involved purchasing sixty acres along a river where an abandoned manufacturing complex had stood for decades. Brooks Development planned apartments, offices, retail space, and a public park. City officials had promoted it as the largest revitalization project in the region.
Ryan was hired because he specialized in difficult land assemblies.
The deal had one major obstacle.
Several parcels remained tied up in old ownership disputes.
Melissa understood the name Project Harbor before Amanda finished explaining it.
Her expression hardened. “That’s why.”
“What?”
“My father.”
Melissa’s father, Thomas Grant, had worked at the manufacturing complex before it closed. He died eight years earlier. Melissa said he spent his last years involved in a neighborhood coalition fighting redevelopment because former workers believed contaminated land and unpaid pension obligations were being hidden through property transfers.
Ryan met Melissa through that fight.
At the time, he worked for a legal consulting firm representing local landowners.
Amanda felt the mystery shift.
Ryan had not stumbled into Brooks Development by chance. His connection to Harbor began years before he met her.
Melissa returned to her car and brought back a metal document box. Inside were papers belonging to her father that she kept after his death. She rarely understood the technical records, but Ryan once told her they were worthless and urged her to throw them away.
She did not.
One document contained a map of the Harbor site with three parcels highlighted.
Ownership:
Grant Family Trust.
Amanda stared at Melissa.
“You own part of Harbor?”
“Maybe. I thought Dad sold everything.”
The records suggested otherwise. Thomas Grant transferred several parcels into a family trust shortly before his death. Melissa was successor beneficiary.
If valid, Brooks Development did not own clean title to the entire project.
Ryan knew.
He had helped Thomas create some of the paperwork while still working with the neighborhood coalition.
That explained his fear of Melissa appearing.
It still did not explain Amanda.
Then Evan found the relevant section of the Harbor financing agreement. The main lender required Brooks Development to certify that no undisclosed related-party interests existed among consultants, land claimants, or members of the Brooks family.
Ryan’s marriage to Melissa, who potentially controlled disputed property, created exactly that conflict.
If discovered, lenders could suspend funding.
Harbor might collapse.
Amanda asked why marrying her would solve anything.
The answer sat inside a different document.
Charles Brooks had planned to transfer part of his voting interest in Brooks Development to Amanda upon her marriage as part of an estate restructure. Once married, Amanda would become a controlling family shareholder alongside Evan.
Ryan, as her spouse, would gain disclosure rights and potentially spousal claims involving certain family assets depending on how the trust restructuring occurred.
He was positioning himself on both sides of the Harbor deal.
Married legally to the woman with hidden land claims.
Preparing to marry the woman whose family wanted the land.
The contradiction became deliberate.
Ryan had built a bridge between both sides and told neither woman the other existed.
Then Claire, who had spent the day turning over wedding photographs to police, called Amanda.
“I found another picture you need to see.”
The image had been taken during the rehearsal dinner the previous evening. Ryan stood at the edge of the vineyard talking with Evan.
Claire had zoomed in.
Evan was handing Ryan a folder marked HARBOR — TITLE RESOLUTION.
Amanda looked at her brother.
He had already admitted knowing Melissa existed.

Now photographic evidence showed him meeting privately with Ryan about the exact project Melissa could derail.
Evan had not told the whole truth.
