Chapter 4 - Forty Aircraft Over Camp Mackall

The first helicopter appeared beyond the runway as the MPs escorted Evelyn away.
Then another emerged beside it.
Then five more.
Within seconds, the horizon filled with rotorcraft flying in disciplined formation.
Black Hawks.
Modified civilian rescue helicopters.
Heavy-lift aircraft.
Medical evacuation platforms.
Forty in total.
Personnel across the base stopped working and looked upward.
The aircraft did not approach chaotically. They entered designated airspace in four coordinated groups, each transmitting valid clearance codes through national command channels.
Briggs turned toward the air-operations officer.
“Who authorized this?”
The officer stared at his tablet.
“Sir, the clearance originated above regional command.”
“That’s impossible.”
The senior general standing near the tarmac stepped forward. Lieutenant General Thomas Callahan had arrived expecting to observe a routine mission return.
Now he was watching forty aircraft escort the woman Briggs had just called a civilian.
The lead helicopter descended first.
A four-star officer stepped onto the runway, followed by representatives from Special Operations Command, the Defense Criminal Investigative Service, and an independent aviation oversight board.
General Callahan’s face changed when he recognized them.
Briggs did not.
Not until the four-star officer walked directly past him and stopped in front of Evelyn.
“Commander Hayes.”
The MPs halted.
The officer looked at the identification and dog tags in the younger MP’s hand.
“Why are you holding those?”
The MP glanced toward Briggs.
“Colonel’s orders, sir.”
The officer extended his palm.
The MP returned everything immediately.
Evelyn replaced her dog tags and clipped the identification to her vest.
Briggs moved forward.
“Sir, she violated federal protocol and engaged unauthorized contractors.”
The officer turned.
“You mean the aviation reserve program operating under national emergency authority?”
Briggs stopped speaking.
Behind them, the helicopters continued landing.
Medical crews rushed toward Evelyn’s team.
For the first time since the C-17 arrived, the wounded operators received the attention Evelyn had demanded.
Briggs watched the scene transform around him.
