Chapter 5 - THE BLACK LIST

Evelyn’s chest burned with a cold, terrifying rage. Her hands were shaking now—not with the uncertainty of grief, but with the focused, lethal adrenaline of an investigator who has just touched the third rail of a massive state crime.

She closed the metallurgical report and clicked on the final directory on the drive:

/ROOT/DEPT_DEFENSE/SECURITY_DIRECTORATE/INCIDENT_MITIGATION/

The directory contained only one file: a large, encrypted CSV database titled PROJECT_VANGUARD_INTERNAL_AUDIT_RISK_ASSESSMENT.CSV.

She opened it.

The file populated across her black screen as a dense, multi-column spreadsheet containing fifty-two rows.

Each row represented a person.

The columns were labeled with clinical, intelligence-community headers:

NAME | TITLE / AGENCY | CLEARANCE | AUDIT THREAT LEVEL | ACTION TAKEN | INCIDENT STATUS

Evelyn’s eyes moved down the list.

Row 12:

DR. ROBERT M. CHEN | SR. METALLURGIST, VANGUARD DYNAMICS | TS/SCI | HIGH (WHISTLEBLOWER) | FATAL CARDIAC ARREST (04/12/2020) | CLOSED - NATURAL CAUSES

Row 19:

COL. JAMES R. VANCE | LOGISTICS OFFICER, DLA | SECRET | HIGH (INTERNAL AUDIT) | SINGLE-VEHICLE ACCIDENT (11/02/2020) | CLOSED - DRIVER ERROR

Row 27:

SARAH L. JENKINS | ACCOUNTANT, DEFENSE AUDIT AGENCY | TS/SCI | CRITICAL (SUBPOENA PENDING) | SUICIDE (08/19/2021) | CLOSED - PERSONAL MATTERS

Evelyn felt the blood run cold in her veins.

This wasn't an engineering failure. This was a cover-up enforced by an active, lethal intelligence operation designed to sanitize the supply chain trail before Congressional oversight could catch wind of the substitutions.

She scrolled down faster. Her heart was hammering against her ribs like a trapped bird.

Row 41.

Her finger froze on the trackpad.

NAME: BLACKWOOD, MARCUS A.

TITLE: CW5, 10TH COMBAT AVIATION BRIGADE

CLEARANCE: TS/SCI

AUDIT THREAT LEVEL: CRITICAL (RETAINED FAILED DRIVE PIN ASSEMBLY FROM RECOVERY SITE)

ACTION TAKEN: DEPLOYMENT OF FLIGHT-CONTROL INTERFERENCE / DIRECTED FAILURE

INCIDENT STATUS: CLOSED (05/14/2022) - STAGED / PILOT ERROR

Evelyn’s breath left her lungs in a sharp, audible gasp.

Retained failed drive pin assembly from recovery site.

Her father hadn't just crashed because of a defective part. He had found the sheared aluminum pin in the wreckage of a previous maintenance cycle. He had realized what Vanguard Dynamics was doing. He had kept the evidence in his personal possession, planning to present it directly to the Inspector General.

And they had murdered him for it.

They had rigged his flight controls before he ever left the tarmac at Fort Drum, ensuring he would never reach Washington. They had smeared his thirty-two-year military record, labeled him an incompetent pilot who lost his way in the snow, and left his daughter to grieve a lie.

Evelyn’s vision went spotty around the edges. A wave of nausea hit her, followed immediately by an icy, absolute stillness that settled deep into her bones.

Her hands were trembling so violently now that she had to press her palms flat against the wooden edge of her desk to keep them from hitting the keyboard. Her knuckles clicked against the oak. She took three slow, deep, controlled combat breaths through her nose, forcing the physiological panic out of her system, forcing her brain back into its analytical, operational mode.

She was holding the master key to a multi-billion-dollar defense scandal and a dozen political assassinations.

And whoever had dropped that envelope into her mailroom box knew exactly who she was.
